Nestor Frugs has lived in the romantic French Quarter in New Orleans for many years now.   We did not ask him for how long because his paintings tell the story.   The scenes in his water colors are from the past as he remembers it.   Although he looks at the busy and modern crowd, his eyes remember the slow and peaceful days.  The paintings tell the French Quarter story that younger painters and we all may only imagine.
